Exile room without user rating

We had to make a number of changes for the exile room, which is not quite like any other rooms.

For one, it must be impossible to exile someone that’s already in the exile. So we’ve removed the +/- buttons.

Obviously it doesn’t make any sense to have users in the exile room rate each other - they are ALL bullies that have been naughty and must sit out some time before they can come back and “play with the other kids again”. Hehe!
